Allstate Consultants leads the North Central Missouri Regional Water Commission’s development of a 2,350-acre drinking water reservoir as the owner’s representative, a project that will deliver up to 7 million gallons per day to 10 counties while fostering recreation and economic growth in underserved communities. Allstate’s award-winning Source Water Protection Plan (SWPP), recognized as the Missouri Rural Water Association’s SWPP of the Year, underscores its commitment to water quality and sustainability.

Key contributions include:

  • Funding Assistance: Helped secure both grant and loan funding for planning, design, dam construction, lake bed preparation and cleanup, raw water line construction and treatment plant improvements. 
  • Land Acquisition: Negotiated over 80 real estate transactions, acquiring 4,000+ acres without condemnation, including the relocation of the town of Boynton.
  • Environmental Stewardship: Led EPA Brownfield efforts on 4,550 acres, managing Phase 1 and 2 assessments, abatement, demolition, and annual cleanups in the lakebed and Pollock, MO.
  • Engineering and Permitting: Oversaw NEPA and US Army Corps of Engineers 404 permitting, subsurface exploration, and geotechnical recommendations for the earth dam and raw water infrastructure.
  • Infrastructure and Recreation: Planned lake infrastructure, roadway replacements, utilities relocation, and recreational amenities, including a marina, boat ramp, parking, and accessible facilities.
  • Environmental Mitigation: Planning and design of mitigation projects for impacts to endangered species, waters of the U.S. and cultural resources.
