Allstate Consultants has assisted the Caldwell County Commission in the development of the Little Otter Creek Reservoir (LOCR) project, acting as the owner’s representative, overseeing planning, design, bidding, construction, and quality assurance. Located 3.5 miles southeast of Hamilton, this initiative, sponsored by the Caldwell County Commission and guided by the Natural Resources Conservation Service (NRCS), constructs an earthen dam to form a 344-acre reservoir with a 4,778-acre drainage area.
The reservoir meets the county’s 50-year water demand, withstands severe drought conditions, and mitigates flood damage along 3.8 miles of Little Otter Creek, reducing an estimated $107,000 in annual damages from crop loss, erosion, and infrastructure threats. Additionally, the LOCR addresses regional demand for water-based recreation, supporting approximately 60,000 annual user-days.
