Aaron Jones, PE, has more than 15 years of experience in civil engineering and has served as a Project Engineer for Allstate in the Lee’s Summit Office since 2014. Aaron is a licensed Professional Engineer in Missouri and Kansas. He started at Allstate as a part-time technician while obtaining a Bachelor of Science in Civil Engineering from the University of Missouri. During his tenure, Aaron was a part of several water, wastewater, commercial site development, residential site development, traffic, and geotechnical projects. He also served in the Missouri Army National Guard and was activated for Operation Armored Falcon and Hurricane Katrina.
In 2011, Aaron transitioned to the Missouri Department of Natural Resources, Kansas City Regional Office, in the Drinking Water section of the Engineering Unit. During that time, he became a certified operator in water treatment and distribution and is competent in environmental regulations.
Bethany Haggemann obtained a Bachelor of Science in Civil Engineering with an emphasis in Structural Engineering from the University of Missouri-Columbia. She is responsible for the production of construction documents and construction administration. Specific duties include, but are not limited to, structural design, contract drawing production and specification preparation, as well as evaluating change orders, submittals, shop drawings, and special inspections reports. She developed a structural spreadsheet to determine wind loading pressures per ASCE 7-05 and ASCE 7-10 for low rise buildings, freestanding walls, and signs. From this spreadsheet, she worked with a programmer to develop a windows-based program to calculate the wind loading pressures.
Bethany is a volunteer for SAVE (Structural Assessment and Visual Evaluation).
Betty came to Allstate Consultants in May of 2008. Her duties consist of greeting you when you come to our office, answering the phone, assisting with Accounts Payable and Receivables, and several other miscellaneous office jobs. She enjoys walking, scrapbooking and spending time with her family.
Bill Barrow, PE, RG, has over 35 years of experience in geotechnical engineering and hydrogeology and is a registered professional engineer and a registered geologist in the state of Missouri. He has a BSCE and two years of graduate study in geotechnical engineering and is a Life Member of the American Society of Civil Engineers. Professional experience includes geotechnical investigations for large commercial developments, highway bridges and interchanges, buildings, sports facilities, casinos, institutional facilities, industrial, manufacturing and food processing plants, water and wastewater plants, large pipelines, earth retaining structures, street, truck parking lot and airport pavements, communication towers, earth dams, dam and spillway modifications, agricultural waste disposal facilities, Subtitle D landfills, abandoned underground coal mines and land reclamation projects.
Bill is experienced in the geotechnical and construction observation aspects of shallow foundations, drilled shafts, auger cast and driven piles, vibro-stone columns, mats, anchors, retaining walls, sheet pile walls, earthwork, surcharged fills, earth dams, lagoon liners, landfill liners and covers, subsurface drainage, well point dewatering, cement grouting, geotechnical instrumentation, plate and pile load testing, soil stabilization using cement, lime, and fly-ash admixes and slurry injections, rock and mine grouting, and geotextile and geogrid reinforcement.
Bill has also been actively involved in forensic evaluations and remediation to control movements, damage, failures and construction difficulties involving expansive clays, compressible soils, slopes, and water bearing deposits. He has had a career long interest in laboratory swell testing of expansive clays and triaxial compression, direct shear and hydraulic conductivity testing of soils and soft rocks in connection with earth dams, slopes, retaining walls and clay lining systems.
Brent Elliot earned a Bachelor of Science in Biological Engineering from the University of Missouri-Columbia and is working towards a Master of Science in Biological Engineering. Brent’s Master’s research focuses on improving storm water quality in urban watersheds. Brent joined Allstate in 2016 and works as a Project Manager, focusing on general civil projects with an emphasis in storm water. His duties include site development plans as well as storm water facilities design including detention and water quality facilities analysis and design.
Brett Soendker earned Bachelor of Science degrees in Civil Engineering and Architectural Engineering from the Missouri University of Science & Technology in Rolla, MO and works as Project Manager. Brett is responsible for various design and engineering work involving wastewater control; including treatment plants, well facilities, pumping stations, distribution and collection systems, water storage facilities, hydraulics, onsite wastewater treatment systems, site planning and development. His duties include preparing engineering reports, assistance with funding procurement, plans and specifications, construction engineering, and client and contractor relationships.
Brett previously worked as a Commercial Account Manager with a geotechnical contractor specializing in foundation support, soil stabilization and specialty grouting. During that time, Brett partnered closely with government entities, design professionals and contractors to design and manage projects from conception to completion.
Brett has a Class A Commercial Building License from ICC and serves on the Architectural and Engineering Design Program Advisory Board at Moberly Area Technical Center.
Brian Harrington obtained a Master of Science degree in Civil Engineering with an emphasis in transportation and a Bachelor of Science degree in Civil Engineering (Magna Cum Laude) from University of Missouri-Columbia. In 1993, he joined Allstate Consultants as a design technician and in 1995 became a Project Engineer, primarily working on general civil and transportation related projects. Brian is responsible for various design and engineering work including roadway design, roundabout design, traffic impact studies, traffic signal design, sanitary sewer design, storm sewer design and modeling, grading and erosion control design preparation of site plans for commercial, industrial and institutional projects.
Brian is licensed as a Professional Engineer in Arkansas, Kansas and Missouri and is also a licensed Professional Traffic Operations Engineer.
Cary Sayre obtained a Master of Science in Agricultural Engineering with emphasis in Environmental Quality and a Bachelor of Science in Agricultural Engineering from University of Missouri-Columbia. Cary has been Chief Engineer of the Marceline office of Allstate Consultants since it opened in 1998. In 2000, he became a Principal of the firm. He is responsible for a broad scope of projects including sanitary landfill design, two stage clarification water treatment facilities, lime softening water treatment facilities, rural water distribution systems, elevated water storage reservoirs, municipal water distribution systems, earthen dam construction, sanitary sewer collection and sewage treatment facilities. He is also involved in construction administration and inspection of these types of projects and has completed a considerable amount of expert testimony. Cary is licensed in Missouri, Kansas and Iowa.
Cary has served as Vice-Chair of the Environmental Committee for the American Council of Engineering Companies of MO (ACEC-MO) and has been on the Curriculum Review Committee for the University of Missouri-Columbia Biological Engineering Program.
Cass Mathews, PE, has over 11 years of experience as a Civil Engineer, 9 of which are in the field of geotechnical engineering. He is currently ACI, nuclear safety and MODOT Grade I certified and is a registered professional engineer in the states of Missouri and Hawaii. His range of expertise includes geotechnical investigations and construction material testing for commercial developments, industrial facilities, water and wastewater facilities, sanitary and storm sewers, earth retaining structures, streets and airport pavement projects.
Cass has experience in civil design, surveying and geotechnical design and construction as well as observation and testing for shallow foundations, retaining walls, earth dams, lagoon liners, and concrete. He is also responsible for field exploration, lab test data reduction, soil and rock sample classification, boring log preparation and is competent in a wide range of geotechnical laboratory tests. His diverse experience in the field of Civil Engineering has allowed him to become intimately familiar with a variety of codes and standards.
Chad Ellicott has worked as Chief Laboratory Soil Technician for Allstate Consultants since May of 2003. He is responsible for laboratory soils and concrete testing. He is proficient in performing a wide range of soil tests including water content, density, unconfined compressive strength, Atterberg limits, grain size analyses, swell, consolidation, standard Proctor and CBR testing. Chad also performs hydraulic conductivity testing with flexible wall permeameters and consolidated undrained triaxial compression testing with pore pressure measurements. He also served as a survey crew member for Allstate from 1986 until 2003.
Chad Sayre obtained a Master of Science and a Bachelor of Science in Civil Engineering from University of Missouri-Columbia. Since 1994, Chad has been a Project Engineer for Allstate Consultants. In 2000, he became Principal/Vice President and Chief of Design Services for the firm. He is responsible for municipal and land development engineering projects including forensic, water, wastewater, land planning, environmental compliance permitting, highway design, hydraulics, and stormwater projects. Chad is closely involved with construction administration, inspection, specification preparation of public and private projects and has a considerable amount of experience in expert testimony.
Christina joined Allstate Consultants in 2017 as a Geologist, focusing on construction observation testing, lab work, logging field borings, and assisting with geotechnical reports. She earned a Bachelor of Science in Geological Science from the University of Missouri-Columbia and is preparing for the licensed geologist exam. She holds a variety of certifications, including Nuclear Safety and ASTM Concrete Testing. In addition, she has completed additional coursework in wetland delineations and has attended geology field camp in Wyoming and has performed fieldwork in Colorado and Chile.
Cory Pate obtained a Bachelor of Science degree in Construction Engineering Technology from Missouri Western State University. Cory has over 15 years of experience in the construction materials testing field. Prior to starting at Allstate Consultants in 2003, he worked as a Senior Construction Technician for MoDOT. Cory has worked with various contractors on many construction projects and is familiar with several different aspects of construction. He is ACI certified as a Concrete Field Testing Technician-Grade 1. He also holds MoDOT Technician Certifications in soil density, aggregate testing, plasticity index, concrete testing and concrete strength. Cory is also CPN certified in radiation safety and as an operator of nuclear moisture/density gauge. Along with his work in the construction materials testing field, he also does design work as a computer aided draftsman and construction administration on various projects.
Courtney started with Allstate Consultants in August of 2001. Her duties consist of preparing agreement documents, project budgeting, setting up projects, assisting with accounting duties other miscellaneous jobs.
Darin Underwood is Case Manager of Forensic and Investigative Engineering for Allstate Consultants. Darin is a certified fire investigator, certified fire inspector, certified fire and explosion investigator and certified residential roof inspector. Darin works directly with insurance companies, individuals, municipalities, and attorneys to investigate fire origin and cause, indoor air quality, structural analysis, equipment and appliance malfunction, and storm related damages from hail, lighting, and wind.
Dave Weber obtained a Master of Science and Bachelor of Science (Cum Laude) in Civil Engineering from University of Missouri-Columbia. Since 1997, Dave has been a Project Engineer for Allstate Consultants. In 2000, he became Principal/Secretary-Treasurer and Chief of Structural Services for the firm. He is responsible for various types of design work, including forensic and structural engineering. He is involved in construction administration, inspection, specification preparation of structural projects and has completed a considerable amount of expert testimony in the area of building science, structure failures, and forensic engineering.
Dave is a licensed Professional Engineer in Missouri and numerous other states as well as a licensed Structural Engineer in the state of Illinois including a current Model Law Structural Engineer record with NCEES. He is also a Structural Specialist for the FEMA Urban Search and Rescue (US&R) response system and a rostered member of the Missouri Task Force One, serving as a structures specialist (since 1998), with fourteen deployments including the World Trade Center Disaster in 2001, the Clinton, Missouri Building Collapse in 2006, and the Joplin, Missouri E-5 Tornado in 2011. He is also a rostered member of the FEMA US&R White Incident Support Team (IST) which responded to the Hurricane Katrina disaster in 2005, Hurricane Sandy in 2012, and the Colorado flooding in 2013. Dave has been a Missouri SEMA Structural Assessment and Visual Evaluation (SAVE) Coalition volunteer since 2003 and a board member as a representative of the Structural Engineers Association of Kansas and Missouri (SEAKM). He has been the board chairman of SAVE since 2006.
David Peavler earned his Associate Degree in Construction Engineering Technology from Missouri Western State College in 1997. He has worked as a Design Tech and CAD Manager for Allstate Consultants since 1999. His duties include design and developing plans for various residential, commercial, & industrial sites, water treatment and wastewater treatment facilities. David also coordinates the drafting schedule with project engineers and assists other design technicians within the firm.
Donald Fischer obtained a Bachelor of Science degree in Drafting Technology from Central Missouri State University. He is a licensed surveyor in the State of Missouri, holds an ACI Concrete Field Testing Technician – Grade I certification and is CPN Certified in Radiation Safety and as Operator of Nuclear Moisture/Density Gauge. In 2000, Donald became a Principal and Construction Manager for the firm. His duties include the management of geotechnical construction testing and observation of the placement of soils, concrete, asphalt and other materials being used in the construction process. He is also involved in subgrade stabilization of soils for pavement, water, sewer and storm sewer construction, inspection of utility construction adjacent to and through dams of lakes, subgrade repair and inspection, and concrete inspection.
Greg Pitchford joined the Allstate Team after 27 years as a fisheries biologist with the Missouri Department of Conservation. During that time, Greg was recognized as a leader in natural resource conservation. Success in that area required a broad skill set that includes the ability to engage with a variety of stakeholders in emotionally and politically charged situations. He has become a student of leadership, natural resource planning, communication, conflict resolution, stakeholder engagement, project management and environmental policy and permitting. Greg received his bachelor’s and master’s degrees in Fisheries and Wildlife from the University of Missouri at Columbia. He is recognized as a Certified Fisheries Professional by the American Fisheries Society.
Greg looks forward to helping clients accomplish their goals when working with and around water resources.
Jacob Reigelsberger graduated from Missouri Western State University of St. Joseph, MO, in 2007, with a degree in Construction Engineering Technology. He is MODOT certified in Concrete Field Testing and Concrete Strength Testing. His duties include drafting design plans and specifications. The majority of his time is spent serving as an Engineering Technician and Resident Project Representative. He also performs survey field work.

Jamie Jeffries has been a Registered Professional Land Surveyor in Missouri since 1993 and also has held his surveyor’s registration in Kansas since 2011. He has held the position of Staff Surveyor for Allstate Consultants since 2001 but has been a Surveyor/Party Chief with the firm since 1992. His duties include office calculations for plats, legal descriptions, surveys and construction stakeout, estimates, deed and survey research for upcoming projects. He is responsible for project management, making sure deadlines are met and assisting others to see that projects are completed on schedule.
Jason Teeter graduated from the University of Missouri – Columbia in 1997 with a Bachelor of Science degree in Agricultural Systems Management. He completed the course “Effective Construction Contract and Field Administration” at the University of Wisconsin – Madison, College of Engineering in 2007. He holds an ACI Concrete Field Testing Technician – Grade 1 certification, is MODOT certified in Concrete Field Testing, and is CPN Nuclear Moisture – Density Gauge certified.
Jason has worked for Allstate Consultants, LLC since 2004. His duties include assisting in the preparation of construction documents and construction administration. He also performs material testing and survey field work. The majority of his time serving as an Engineering Technician and Resident Project Representative is spent on water supply systems, waste water treatment systems, institutional and commercial type facilities.
Joe Hassien earned his Bachelor of Arts in Environmental Science in 2011 from Westminster College. He has worked as Construction Manager / Construction Inspector for Allstate Consultants since October of 2013. His duties include preparation of construction drawings and specifications for various engineering projects including: water distribution systems and sanitary sewer collection systems. He has performed as construction observer/administrator for various construction projects including pump stations, deep well drilling, sanitary sewer and water distribution and treatment systems, and building construction. He has also performed as survey crew member on various topographical, boundary, and construction surveys.
John Holmes obtained a Master of Science and Bachelor of Science (Magna Cum Laude) in Civil Engineering from University of Missouri-Columbia and is a Certified Floodplain Manager, Certified Professional in Erosion and Sediment Control and is LEED AP Certified. John has 15 years experience in the areas of Transportation Engineering and storm drainage including roadway design, preliminary bridge design, project management on roadway and bridge replacement projects, storm water quality BMP design and hydraulic and hydrologic modeling. His work experience includes 11 years working at MoDOT in various capacities including Project Manager for roadway projects and statewide resource with expertise in storm water issues. John’s capabilities include hydrologic and hydraulic modeling and design, bridge hydraulics, storm water quality and quantity management, erosion and scour control, stream stabilization, LEED Accredited site design, roadway design and project management.
Karen joined the Allstate team in 2015. She graduated from Northeast Missouri State University (now Truman State University) and previously worked at the University of Missouri for 12 years before taking time off to be a stay at home mom. Now at Allstate, her duties include payroll, finance management, human resources, and various administrative tasks. Karen’s hobbies include attending Mizzou sporting events, watching St. Louis Cardinals baseball games, gardening, and spending time with her family.
Mark Forrester earned his Bachelor’s Degree in Construction Engineering Technology from Missouri Western State College. Mark has worked as a Design Tech for 8 years at Allstate Consultants. His duties include design and developing plans for various residential, commercial and industrial sites, water treatment and wastewater treatment facilities. Mark works closely with project engineers and other design technicians within the firm.
Natalie has been with Allstate Consultants since February 1999. Her duties consist of answering the phones, preparing reports, contract documents and technical specifications for projects, assisting with construction administration, and many other clerical responsibilities.
Ron Shy obtained a Master of Science in Construction Management and a Bachelor of Science in Civil Engineering from University of Missouri-Columbia. Since 1975, Ron has been owner/principal of Allstate Consultants, and has project experience in many types of civil projects across the State of Missouri. In addition to managing the staff of 36 employees, he is directly involved with client responsibilities and project management. Ron’s diverse experience includes private and public infrastructure projects, feasibility studies, annexation and rezoning issues, public presentations, preparation of engineering plans and specifications, bidding and contractual processes and construction management.
Stephen Lin obtained a Bachelor of Science in Civil Engineering from the University of Missouri – Columbia and has worked as a Project Engineer with Allstate Consultants since May 2000. Stephen is responsible for various design and engineering work involving drinking water and wastewater projects (includes treatment plants, well facilities, pumping stations, distribution and collection systems, water storage facilities, hydraulics, onsite wastewater treatment systems, and permitting), street and storm water projects, structural projects, and site planning and development. His duties include preparing engineering reports, assistance with funding procurement, plans and specifications; construction engineering, administration, and observation; client and contractor relationships; and assisting in construction materials testing including field and lab service.

Stuart Liegey earned his Master of Divinity, Master of Religious Education, Master of Arts, and Bachelor of Science from Cincinnati (OH) Christian University. His primary role is to be a liaison between faith-based organizations, engineers, construction managers, consultants, and lenders to deliver quality facilities that are effective and efficient for ministry, as well as financially feasible.
With more than 30 years of experience in various realms of ministry, Stuart capably guides clients through their project needs, keeping in mind how they can maximize their opportunities to serve the community. His focused approach and communication skills have helped a number of Midwest communities as Stuart has developed and implemented Leadership Training programs, guided renovation and land acquisition projects, presented workshops at statewide conventions, directed a college internship program, and coached a variety of youth ball teams.
Tom Kelly is a Licensed Professional Land Surveyor and a Certified Floodplain Manager. After serving three years in the United States Army as a Field Artillery Surveyor, Tom moved to the Kansas City area to work as a crew member and crew chief on boundary, topographic and construction staking surveys. He then moved back to his home town of Marceline, Missouri, and began working for Allstate Consultants. His responsibilities at Allstate Consultants include client relations, project estimates, survey research, calculations, project management and scheduling for various types of surveys including boundary, topographic, wetland, ALTA/ACSM Land Title Surveys, and construction layout.
Tyler Lane earned a Bachelor of Science in Agricultural Systems Management from the University of Missouri – Columbia and joined Allstate Consultants in 2017 as a Technician. Tyler’s primary responsibilities include construction materials testing, drill rig operation, and surveying. He holds a variety of certifications, including OSHA 10-hour Construction Training Program, APNGA Portable Nuclear Gauge US DOT Hazmat, and ASTM Concrete Testing. In addition, Tyler is currently a Monitoring Well Installation Apprentice.
Tyler Long obtained a Bachelor of Science Degree in Construction Engineering from the University of Central Missouri in 1989. Previous to Allstate Consultant’s, Tyler was employed by Mid-West Conveyor, Inc. as a Scheduler, and was responsible for building and maintaining Critical Path Schedules for Postal, Coal Mining and Automotive Industry Projects. He transitioned into the Civil Engineering field of employment in 1990 with Rhodes-Sayre and Associates where he worked until 1998 – gaining valuable design experience under the direction of Donald Sayre, P.E., concerning water treatment/distribution systems. Since 1998, Tyler has been employed by Allstate Consultants as a Design Technician/Project Manager, and is actively involved in preliminary development through final design of plans and specifications for mainly water and waste water treatment systems.
Apart from work, Tyler is a Deacon at the First Baptist Church of Meadville, MO, enjoys time spent with his family and checking on his cows with his grandkids.
Tyler joined Allstate Consultants in 2018 as a project engineer, having worked on a number of diverse projects in the municipal drinking water field while in Kansas City. His professional experience includes drinking water plant design, both conventional and membrane treatment, groundwater conveyance, drinking water process optimization studies, filter evaluations, and plant condition assessments. In addition to his project experience, Tyler focused on water and wastewater treatment during his education at the University of Missouri, where he worked as part of a team conducting process optimization studies for small drinking water utilities in conjunction with the Missouri Department of Natural Resources.
Wes Bolton obtained a Bachelor of Science and Master of Science in Civil Engineering from University of Missouri-Columbia. Wes has worked as a Project Engineer with Allstate since 2003 and is responsible for a diverse range of design and engineering work, including street and intersection design (conventional as well as single and multi-lane roundabouts), traffic impact studies, access justification reports, traffic flow modeling (utilizing VISSIM and Synchro), site layout and grading (commercial and residential), utility design (storm sewer, sanitary sewer, water), and detention and water quality systems design. In January 2009, Wes became an accredited Crash Reconstructionist/Accident Investigator. His responsibilities with this accreditation include investigation/reconstruction of motor vehicle crashes and bodily injury cases.
